Ok, new data  See this thread about Marauder details. For Black Ops, it doesn't look MUCH different. Factors considered, among others, include devblogs about exploration, new T2 ship bonuses/stats, the price of T2 materials and other components needed in manufacture and a lot of other stuff I'll get back to you about later on when waters clear.
Of course, the MAIN factor taken into consideration in the following recommendations is current decryptor prices for each useful type here. Bottom line:
* SELL/DROP all Amarr decryptors like a hot potato, utter rubbish ships * HOLD Gallente if you have them but don't buy more unless you need them for yourself and find some really cheap * BUY Minmatar if you need some, they're bound to keep going up * UNDECIDED on Caldari Decryptors (leaning towards "buy" here since they're still relatively cheap, but on the other hand, the ships kind of SUCK... so, I'd say hold if you have small numbers, or even sell if you have large numbers... more precisely, I'd say sell some Installation Guides, hold most or buy more Interface Alignment Charts if they get cheaper, and buy heavily on User Guides since they're dirt cheap).
This above only valid if current SiSi ship stats remain like they are right now.
Meaning, Amarr total suckage, Caldari "meh", Minmatar good, and Gallente awesome (made worse by Hulks). Oh, and I'd also suggest to BUY HULKS (and Mackinaws) since they're definetely going to skyrocket too 
Yeah, well, these recommendations are wildly different than the ones you gave earlier, where you priced decryptors anywhere between 2-4x where they are now. Why should we pay attention to these if those were so wrong?

It's a fair enough reply actually. I have a great respect for Akita and his abilities, and for the most part find his arguments persuasive. He is a very clear thinker and I appreciate that.
But the divergence between his various statements about the decryptor market was pretty striking. I understand speculation is involved, but perhaps it's worth underscoring that not only is most of this guesswork, but there may also be an effort at market manipulation. Either way -- well done! Seriously.
